New budget get starts, challenge is to run it

The new budget has started to effect in the new fiscal year. According to the moment calculation, the new financial year to be started from Wednesday (July 1). This year’s budget is exceptional in many ways; It has a different kind of suffix. Regarding the budget, the finance minister has already said, ‘The budget will be for the people of the country. The budget includes guidelines for working for people and putting food in people’s mouths. This year’s budget is titled ‘Economic Transition and Future Path’.

The big challenge of the budget is to run it. The finance minister said he has allocated the ministries in the midst of hundreds of adversities during the Corona period. He said he never thought about the allocated money would come. He did not skimp on the allocation.

In his own words “I used to spend by earning. This time its opposite. To deal with Corona, this year we will spend first, then ear. I have budgeted on this theory.

This year, in budget, importance has been given to the people’s livelihood. It is great thing to face the challenge caused by Corona.

It is learned that the deficit (including grants) in the new budget stands at Tk 1,85,984 crore. This is 5.8 percent of the total GDP and the amount of non-subsidized deficit is 1 lakh 89 thousand 996 crore, which is 6 percent of the GDP.

The 10 most important sectors in the ADP of the new financial year are: 1. Transportation, II. Infrastructure, water and public works, 3. Electricity, 4. Education and religion, 5. Science, information communication technology, 6. Rural Development and Rural Institutions, 6. Health, nutrition, population and family welfare, 6. Agriculture, 9. Water resources, 10. Public administration. The allocation in these 10 sectors is 93.19 percent of the total ADP.

In the new budget, Tk 15,891 crore has been allocated for Rooppur nuclear power plant out of the ongoing seven mega projects of the government. 5 thousand crore allocated for Padma bridge project. The allocation for the Metrorail project is Tk 4,360 crore. Tk 3,060 crore allocated for Maheshkhali Matarbari coal-based thermal power project. An allocation of Tk 350 crore has been proposed for the Pigeon Deep Seaport project. Tk 3,065 crore has been allocated for the Padma Bridge rail link project. The latest allocation for the Dohazari-Ramu-Cox’s Bazar railway project is Tk 1,500 crore.

Meanwhile, the top 10 ministries are Ministry of Local Government, Department of Road Transport and Highways, Department of Power, Ministry of Science and Technology, Ministry of Railways, Ministry of Health, Department of Secondary and Higher Education, Ministry of Primary and Mass Education, Ministry of Bridges, Ministry of Water Resources.
In the new budget for the next fiscal year 2020-21, it has been decided to increase the allocation for the social security sector and the number of beneficiaries. In the new budget, the allocation for this sector is increasing by Tk 1,633 crore. In the current 2019-20 financial year, the government has allocated Tk 84,038 crore in this sector. This is 14.21 percent of the total budget. And 2.56 percent of gross domestic product (GDP). In the next financial year, the allocation for the social security sector has been increased to Tk 6,000 crore. Due to Corona, the government has decided to increase the number of financial beneficiaries under the social security cordon from 1.7 million to 96 million in the next budget.
